Wasn't Two Face supposed to kill the commissioner and his wife and kids in the End of The Dark Knight?

In the end of the Dark Knight when Two face was pointing the gun and the commissioner and was holding his kid, wasn't he supposed to kill him and his wife but the kids get saved by batman and then thats how the commissioners kids become robin and cat woman or something?
