I have a 1973 mercury outboard 650 that's not running right any suggestions on what it could be?

it runs great at idle but when in gear it only goes like 5-6 mph weve never had the motor in the water since we owned it until this summer because of repairs it needed. we just had the carbs rebuild and the disributer changed at a local marina. any suggestions on what it could be?????
