Is it true that anyone can obtain an by having their feet stimulated?

Studies have shown that the feet and the l parts have the same amount of sensory nerve endings and that sometimes the brain misinterprets the signals from the feet and they get mixed with the signals from the l area. So I think anyone with ticklish feet, or otherwise sensitive should be able to through the touching of the feet. Any one know if this is right?
