Do all dogs of same breed have the same type of personality and behavior?

since they have the same genes and anatomy? so if i plan to get GSD, that means all GSD will generally be the same in behavior and temperament? I notice every dog section on web has a paragraph about "behavior and temperament". So that means it applies to all dogs of the breed, right?
